Since 2017, he is Lower Saxony’s Minister for the Environment, Energy, Construction and Climate Protection. Prior to this, Olaf Lies was Lower Saxony’s Minister for Economics, Labour and Transport for five years. Lies lives with his wife and his two daughters in Sande. He studied electrical engineering at the University of Applied Sciences in Wilhelmshaven.

Kristoffer Böttzauw was appointed Director General at the Danish Energy Agency in 2018. Mr. Böttzauw holds a Master of Science from the faculty of Political Science from the University of Aarhus. Mr. Böttzauw’s career began at the Ministry of Finance which led him to the Prime Minister’s Office followed by a four year stint as Head of Department at the Ministry of Health and Prevention. Stefan Kapferer was born in Karlsruhe on 6 November 1965. After graduating from high school and completing his military service, Mr. Kapferer studied administrative sciences at the University of Konstanz. After graduating at the end of 1992, he worked on a research project as a scholarship holder of the Treuhandanstalt Berlin.

From September 1993 to the end of 1998, Mr. Kapferer worked for the FDP regional association of Lower Saxony in Hanover.

From January 1999, he worked in the FDP parliamentary group for its chairman, Dr. Wolfgang Gerhardt, who appointed him in

Gerhardt, who appointed him head of the Strategy and Campaigns Department at the federal office in August 1999.
In August 2003, Mr Kapferer moved to the Lower Saxony State Chancellery as Head of Department. As Head of Department of the Representation of the State of Lower Saxony to the Federation, he accompanied the legislative work in the Bundesrat. In October 2008, Lower Saxony’s Minister of Economics, Labour and Transport, Walter Hirche, appointed Mr Kapferer as his State Secretary in Hanover. In addition to his work in the Ministry, Mr Kapferer’s position during this time made him Chairman of the Supervisory Board of N-Bank, the development bank of the State of Lower Saxony, and of Jade-Weserport-Realisierungsgesellschaft.
In 2009, Mr Kapferer was appointed State Secretary of the Federal Ministry of Health. As the only civil servant State Secretary in the Federal Ministry of Health, he had overall political and organisational responsibility.
With the appointment of Dr Philipp Rösler as Federal Minister of Economics, Mr Kapferer moved to the Federal Ministry of Economics and Technology in June 2011. His main responsibilities included legislative coordination with the Federal Chancellery as State Secretary to the Vice Chancellor. He also regularly represented the Ministry in European councils such as the Council of Energy Ministers. With the transfer of State Secretary Jochen Homann to the Federal Network Agency, responsibility for the Energy Department was added. Mr Kapferer also took over the chairmanship of the supervisory board at the German Energy Agency. After the 2013 Bundestag elections, Mr Kapferer remained State Secretary to Federal Minister Sigmar Gabriel at the Federal Ministry for Economic Affairs and Energy.
From October 2014 to April 2016, Mr Kapferer was Deputy Secretary-General of the Organisation for Economic Cooperation and Development (OECD) in Paris. There, he was responsible for the organisation’s work in the areas of “Science, Technology and Industry” and “Employment, Labour, Social Security” as well as the “Centre for Entrepreneurship”.
From May 2016 to October 2019, Mr Kapferer was Chairman of the Executive Board of BDEW.
Since December 2019, Mr Kapferer has been Chairman of the Management Board of the transmission system operator 50Hertz Transmission GmbH.
He is married and has two school-age children. His place of residence is Berlin.

2009 – 2010               

Vice CEO Vattenfall AB, member of Executive Group Management in Vattenfall and head of Business Group Pan Europe.

Responsible for Vattenfalls operations in Nuclear Power, Wind Power, Engineering and Business Development (electrical cars, bio mass etc) across all markets, i.e Sweden, Germany, Denmark, UK and Holland. Turnover ≈20 bn SEK/a, 5600 employees.
Achievements: Parallel to full business responsibility a new matrix organisation was developed and staffed with the aim to gather competences and use best practices cross boarders. Highest employee commitment score in Vattenfall Group dispite extreme work load during the transition process.

Full P&L for Vattenfalls production, distribution and sales of heat (mainly district heating) in Sweden, Finland, Estonia and Latvia. Turnover ≈3,5 bn SEK/a and 550 employees.

Since October 2019 Sven Utermöhlen is COO Offshore Wind and Member of the Board of RWE Renewables. From April 2017 to September 2019, Sven Utermöhlen was COO and member of the Board of E.ON Climate & Renewables GmbH. He was responsible for E.ON’s entire Offshore Wind business, the European Onshore Wind business, and for the company’s Procurement and Technology & Innovation activities. The main focus was on offshore and onshore wind energy projects in Germany, UK, Scandinavia, Poland and Italy and future developments in other markets. Prior to this, Sven Utermöhlen was E.ON’s Director of Offshore Wind from February 2012 onwards. In this position, he was responsible for project development, construction and operation of all E.ON assets in the offshore wind sector.

Sven Utermöhlen studied geophysics. Prior employments included positions at Royal Dutch/Shell in the oil and gas business and as a strategy consultant for the Boston Consulting Group.

Nils de Baar is born in 1962 and a Dutch National.

Nils earned a Master’s Degree in Business Economics at Erasmus University in Rotterdam. He joined Vestas Wind Systems A/S in 2015 and is currently Group Senior Vice President and President of Region Northern & Central Europe, which is one of five regions in Vestas. The headquarters of Vestas Northern & Central Europe is located in Hamburg, Germany. The region is responsible for sales, marketing, installation and operation of wind power plants both onshore and offshore. The region covers Germany, Benelux, Austria, the Nordics, UK, Ireland, Russia, the Baltics, Eastern Europe and Southern and Eastern Africa.

Before joining Vestas, Nils worked for over 19 years at Ericsson where he held various commercial leadership positions.

Ingunn Svegården is a Norwegian citizen joining Equinor in 2003 within the Technology and Innovation business area. For several years she has had management position within innovation and corporate venture activities, both within oil and gas and renewables value chains. From 2011-2013 she worked from London within upstream business development activities, before joining the CEO office to support CEO’s in the period from 2013-2015.  From 2015 she has been part of the renewable business area, including initiating new venture fund, driving strategy and implementation work and since 2020 heading up offshore wind in Emerging Regions. The portfolio includes an asset and project portfolio in the Baltic sea and South Korea, with a +5GW capacity of operated potential and she is in parallel responsible for Equinor country offices in Poland, South Korea, Japan and China.  Svegården holds a Master of Engineering in Chemistry and Biotechnology from 1998-2003.

Since 1st July 2020 David has been appointed SVP Renewables Growth, Gas & Low Carbon Energy.

David Anderson joined BP in September 2006. Born and educated in New Zealand he moved to the UK in 1990.
David worked for Imperial Chemicals Industries (ICI PLC) for three years as a Risk and Insurance Manager for Europe, he was then transferred to ICI Australia as Risk and Insurance Manager. After two years in the position David was transferred back to ICI PLC where he was to become Risk and Insurance Manager for 5 years.
David then joined Shell International as Deputy Risk and Insurance Manager for the Group. After 3 years in the role David then moved to the Gas and Power business as Deputy Director and Finance Manager for the Middle East and Africa and Vice President Gas and Power with responsibilities for Oman.
In these roles David was responsible for all finance matters for the region including planning. He led the negotiations for Qalhat LNG and was responsible for the governance of Oman LNG.
He then joined BP in September 2006 and joined Treasury as Vice President of Insurance Risk Solutions which included the management of the Group’s insurance companies.
In January 2014 he was appointed CFO for Alternative Energy. In addition to David’s CFO responsibilities he led the restructuring activity of Alternative Energy which included several negotiations that supported the growth of the business

Olivier Terneaud joined the Total Group in 2019 as VP Offshore Wind at Total Renewables. Prior to that, Olivier spent 10 years at GDF Suez and then ENGIE in Paris in the offshore wind energy department. He was notably in charge of the development of offshore wind projects since the beginning of the French wind energy industry, first with the participation in the tender 1 as Industrial and Social Program Manager, then, during the tender 2, as Project Manager on the Yeu-Noirmoutier (496 MW) and/or Dieppe-Le Tréport (496 MW) project which was awarded to the Consortium led by Engie. More recently, Olivier led the response to the tender 3 Dunkerque as Bid Manager. Over the years, Olivier has built up extensive expertise in the origination, development, financing and construction of offshore wind projects in France. Today, Olivier is Director of Offshore Wind at Total Renewables and is responsible for the development, construction and operation of Total’s offshore wind energy facilities in France and internationally.
